It is possible.

There have been alot of dual platform motherboards that have two processor sockets. With two processor sockets one could use a dual-core processor (2 processor cores on one socket) on each socket to have a total of 4 processor cores on a single motherboard.
Dual platform are normally only found on servers through.

I have heard about a high-computing computers that could use 64 processor sockets. These are normally for advance simulation or research.

Now it is possible to do this with intel atoms. But I don't see any reason why.
Also we do have dual-core intel atom processors for the nettops and the up-coming AMD dual-core mini processors for $500 or above netbooks. (forget name)
