Yea, I have vista on a new comp aswell and the only time such a thing happens to me is when I start up my comp, or leave it alone for a bit. But it only happens to me because my mouse and keyboard are wireless. If you have wireless accessories then it takes sometimes 1-2 seconds for the hardware too read the movement of the mouse/keyboard. Other than, that I don't know what it could be. Have you checked you mouse and keyboard delay speed for clicking and movement under your system settings? Their speed can be adjusted.

i had the same problem, but i knew what i was doing wrong. perhaps you are doing the same thing, you are running way too many programs that slow down your computer, especially if your computer didn't come with vista in the first place. try using like one or two programs or try upgrading the speed for the computer. this is usually not very expensive.
